EMP Strategy Report – Published by DHS

This report was mandated by the important Critical Infrastructure Protection Act legislation (CIPA) passed into law in 2016.  The legislation really didn’t accomplish anything else.  complete responsibility was passed to the Department of Homeland Security (DHS)

  1. 2.1  Identify the national critical functions and associated infrastructure that need to be protected against an extreme electromagnetic incident, assess the systemic risk to these functions and infrastructure from such incidents, and determine whether existing plans meet the requirements for an effective recovery.
  2. 2.2  Increase the rigor and volume of analytical efforts to support advanced capabilities development for EMP-GMD protection, response, and recovery measures.
  3. 2.3  Identify and promote technological advances likely to significantly enhance resilience or reduce vulnerability of critical infrastructure to electromagnetic incidents.
